Company benefits from zone's supportive initiatives

An increasing number of domestic and international companies are focusing on Nansha district, part of the Guangdong Pilot Free Trade Zone, in Guangdong province, looking for new businesses development opportunities and investments.
As part of the ongoing restructuring of State-owned enterprises in China, COSCO Shipping Bulk Co, formed by the merger of COSCO Bulk Carrier Co and China Shipping Bulk Carrier Co, is now the world's largest bulk vessel fleet in terms of both number of vessels and deadweight tonnage.
The new company was officially launched in June in the Nansha New Area in Guangzhou, part of the Guangdong Free Trade Zone that was established last year.
Liu Hanbo, general manager of COSCO Shipping, believes the company will benefit from both Guangzhou's position as an international trade and shipping hub, and its important position as part of the Belt and Road Initiative.
Starting from Nansha, Liu said the company will look to strengthen its business network throughout Europe, Australia, Singapore and Japan while undertaking research to explore opportunities in emerging markets such as India.
The COSCO Shipping project is one of 68 projects established in the Nansha New Area by 41 Fortune 500 companies, including L'Oreal, which established R&D and manufacturing bases, and China Railway Construction Co Ltd, which set up its South China headquarters in the area.
Experts believe such largescale projects will continue to attract small- and-medium sized companies there. In the first half of the year, 6,005 companies have registered in the area with more than 42.92 billion yuan ($6.4 billion) of registered capital.
Zheng Tianxiang, professor at the Center for Studies of Hong Kong, Macao and the Pearl River Delta at Sun Yat-sen University in Guangzhou, said the launching of COSCO Shipping will not only bring its fleet and shipping ability, but also its cargo source and market.
It could also attract related business engaged in the selling and leasing of vessels and insurance to the area, he noted, adding that a shipping financial center will also be established in the area.
In order to attract such companies to the Nansha New Area, the local administrative office has formulated a range of supportive policies, including a shipping industry fund to solve logistics fundraising problems.
Ding Hongdu, Party chief of Nansha district, said the government has injected 400 million yuan into the first stage of the fund.
Improved logistics measures and facilities have helped attract the more than 870 crossborder e-commerce traders that had registered in the area by the end of June, he said.
Among the traders are a number of domestic e-commerce giants, such as Tmall and JD's e-shop for international goods, as well as Suning's online store.
Li Jinling, vice-president of Top Ideal, a supply chain management company located in Nansha, said their order numbers have soared from dozens per day to more than 10,000.
She added the company's imported goods warehouse covering more than 7,000 square meters is constantly full.
Shipping is just one industry being supported by and thriving in Nansha New Area, which has also attracted more than 530 financial companies, including 13 branches established by China's "Big Four" State-owned banks and other commercial banks.
Enterprises engaged in advanced manufacturing are setting up in the zone, including Gac Toyota Motor Co Ltd, which is building a factory with a production capacity of 220,000 units.
A number of leading companies are currently in discussion with the zone's authorities about establishing operations there, including the China State Shipbuilding Corporation, Herrenknecht AG, a leading German manufacturer of tunnel-drilling machines. The eventual aim is to form an industrial cluster of high-end manufacturing.

Guangdong FTZ speeds up industrial planning to establish international hub

Guangdong Free Trade Zone (FTZ) has been called as "the NO. 1 project for the province's reform" even before its official inauguration in 2015. Since Guangdong is one of the largest economies with international influence in China, what role will its No. 1 project act to further its economic development?
Last December at Guangdong Provincial Economic Work Conference, Hu Chunhua, Party Chief of CPC Guangdong Committee, indicated that the zone should be developed into a hub for high-level opening up.
According to the conference, Guangdong FTZ would be constructed as an international shipping center, an international trade center, an international financial center and a lead in high-level international urban development.
Cao Dahua, Director General of the General Affairs Office of Guangdong FTZ, has recently illustrated that the zone would speed up its industrial planning to gather world-class global companies and bridge international and domestic market to fulfill the target Hu has indicated.

FTZ to gather world-class global companies
According to Cao, a hub for high-level opening up means a lot for the country. Guangdong FTZ should become an international base for global companies, promoting the cross-border flow of commodity, capital, information, personnel and technology.
For the zone, cooperation with Hong Kong and Macao should be given priority. New opportunities can be found in the construction of a world-class city cluster in Guangdong-Hong Kong-Macao Big Bay Area, which will also be a global shipping center, the aviation hub, the trading center, the financial center and the international city cluster.
Also, the Bay Area should focus on cooperation connecting world’s advanced economies, Portuguese & Spanish-speaking countries and mainland.
Guangdong FTZ construction will take advantage of the Belt and Road Initiative, supporting global companies to establish their headquarters here and expand their business.
Bridging global and domestic companies
Though Guangdong FTZ is enjoying many preferential policies and multi-facet support, it is facing many problems and its global influence has not met the expectation.
"To overcome these problems and become the international hub, firstly FTZ should speed up the construction of the shipping and trading and other above-mentioned centers." Cao said.
The Bay Area should form a bidirectional channel via FTZ, so that the international market can reach domestic areas and domestic companies can reach global market.

Key projects & pillar industries in FTZ
In the part of constructing the international shipping center, a Pearl River Delta super port group will be formed with Nansha area of Guangzhou, Qianhai & Shekou Area of Shenzhen working as the lead and other ports such as Zhanjiang Port, Shantou Port, etc working as the supporting parts.
In future an international transportation hub based in Guangdong FTZ with the integration of the land, sea and air transportation will be gradually formed, Coordination mechanism between Guangzhou and Shenzhen airports should be established.
Meanwhile, FTZ will establish a platform for international trade service together with Hong Kong and Macao. To better the regional investment and trade environment, Nansha Area and Qianhai & Shekou Area will join hands with Hong Kong, and Hengqin Area will pair up with Macao.
Also, the FTZ will work with Hong Kong and Macao to build national demonstration zone of cross-border finance, providing international standard finance services. Qianhai & Shekou Area will further tie with Hong Kong to build a financial center, Nansha Area will develop shipping-business-related finance, and Hengqin Area will develop tailored financial service for local business.
For urban construction, Nansha area will learn from New York City for urban planning; Qianhai and Shekou Area will focus on developing its legal system to match the advanced international standard; and Hengqin will develop itself into an green and low carbon island for leisure tourism.

Internationally famous household brands Leica and Google have joined five up-and-coming innovative and creative Chinese firms agreeing to set up branch headquarters in Hengqin New Area of Zhuhai.
Hengqin Free Trade Zone signed contracts for the eight major projects on April 24, just a day after celebrating the second anniversary of the FTZ's own establishment.
Leica is a top-level luxury camera brand and optics enterprise with a history of over 160 years. It gained a greater presence in the Asia-Pacific market in 2015 for cooperation with Huawei.

According to Siegmund Dukek, Leica Camera Greater China managing director, the new headquarters will carry out comprehensive cooperation with Hengqin. This includes constructing a Global Optical Technology R&D Center, Leica Academy Greater China Region Hengqin Branch, Leica Camera Repair Service and Bonded Warehousing Logistics Center.
Leica Academy is main-headquartered in Germany and has branches in every country. The Hengqin branch will offer international high-standard photography training and exchanges in the future.

Dukek said Hengqin was chosen, in part, due to advantageous location. Leica plans to strengthen contact with Hong Kong, Macao, and the Chinese mainland.

High-end Minimally Invasive Medical Device & Biomaterials R&D Innovation
Doctorate Xiao Jiahua, who is included in the National Recruitment Program of Global Experts, also dubbed the Thousand Talents Program, will invest 500 million yuan ($72.6 million) to construct the High-end Minimally Invasive Medical Device & Biomaterials R&D Innovation headquarters. There, he will develop and produce minimally invasive cardiac rhythm surgery devices mainly for atrial fibrillation therapy.
ABC Innovation Academy
ABC Innovation Academy (Hengqin) Co is being jointly undertaken by National Recruitment Program of Global Experts first sodality vice chairman doctorate Zhang Hui and Professor Peng Yang. The project includes innovation industrial bases concerning artificial intelligence, big data and cloud computing.
China Poly Group Overseas Headquarters
China Poly Group will invest at least 1.5 billion yuan ($218 million) to build an overseas headquarters as its registration place for newly added businesses. It plans to construct the Poly International Arts Center encompassing the International Artwork Trading & Exhibition, Hi-tech Culture & Entertainment (Tourism), and International Cultural Exchange Experience centers.
Google AdWords Experience Center
Base Buyer (Hengqin) Data Technology Co Ltd, invested by Qianhai Base Buyer (Shenzhen) E-Commerce Technology Co Ltd, has signed with Google to take over and operate the Google AdWords Experience Center in Hengqin.
Upon completion, the experience center will hold more than 40 cross-border e-commerce training and marketing activities annually. It will cultivate more than 100 senior experts and 100 major enterprises in cross-border e-commerce. With an added foreign trade export of $2 billion within five years, it will promote cross-border e-commerce industrial development and trade cooperation with countries and regions along the Belt & Road Initiative.
Guangdong Tech Hengqin Innovation & Entrepreneurship FoF
Guangdong Technology Financial Group partnered with Hengqin Financial Investment Co Ltd to jointly set up the Fund of Funds (FoF) in Hengqin. They will invest in high-end electronics and information, advanced equipment manufacture, energy conservation and environmental protection, as well as new energy and materials.
Dongdao Creative Branding Group
Dongdao Creative Branding Group will establish a subsidiary to launch training programs for locals on image design. The expressed intent is to boost the cultural and creative industry in Hengqin and the Guangdong-Hong Kong-Macao Greater Bay Area.
The group has undertaken dozens of image design projects at important international events over the past 20 years, including the 2017 BRICs Summit, 2016 G20 Hangzhou Summit, and APEC China 2014.

Nansha FTZ further facilitate company registration

On July 13, Nansha Area of Guangdong FTZ unveiled 10 measures to further facilitate company registration by streamlining approval process. A new enterprise can finish registration and get business license within a workday if the application conforms to relevant regulations.
In detail, under the new approach, government approvals are not required for most foreign investment but only investment on the "negative list" (a catalogue of sectors in which foreign investment is restricted) remains subject to approval.
Instead of approval, now new foreign enterprises not on the negative list can finish their commercial registration after a formal examination of application materials by local departments of industry and commerce.
At past, it took at least three separated procedures including commercial registration, official seal making & filing, opening bank account and nearly 20 days to obtain a business license. While the new approach combines the three procedures into one, applicants are able to establish the company under the one-stop application process and obtain business in one day.
Besides, electronic registration shows another feature in the new regulations. All applications, submissions, approvals and filing will be completed on the Internet, which brings conveniences for applicators.

Nansha inked with Oxford University to establish innovation center

Nansha District of Guangzhou, Oxford University and Ally Bridge Group inked a strategic framework agreement to jointly establish the Oxford (Guangzhou) Innovation and Development Center on September 26th.
According to the agreement, institutes, universities and enterprises from home and aboard as well as government departments will be involved, aiming to make the center a high-end international organization specializing in the Guangdong-Hong Kong-Macao Greater Bay Area.
Cai Chaolin, Vice mayor of Guangzhou Municipal Government and Party Chief of CPC Nansha Committee, introduced that as both a national new area and a pilot free trade zone, Nansha District has laid importance on IAB (Information Technology, Artificial Intelligence and Bio-technology) industries and initiated its ambitious plan to launch several industrial clusters with the value of over billions of Yuan. The establishment of Oxford (Guangzhou) Innovation and Development Center will obviously boost Nansha’s development in technical innovation and talents cultivation. The cooperation between Nansha District and Oxford University would provide impetus to both sides and definitely result in a win-win situation.
Sir Nigel Shadbolt, Principal of Jesus College in Oxford University and Chairman of the Open Data Institute, indicated that Nansha District is the geographic center of the Guangdong-Hong Kong-Macao Greater Bay Area, and plays a vital role in China’s “Belt and Road” Initiative, the construction of the Greater Bay Area and the development of China’s Pilot Free Trade Zone. Oxford University is confident about Nansha’s development. Jesus College, as a research hub in Oxford University, hope take this opportunity and bring in the university’s latest research achievements and projects to Nansha, and even to China via Nansha FTZ.
In future, the center is scheduled to bring in resources and research achievements in education, training, innovative technologies, financial services and so on, tailoring to the Greater Bay Area’s technical innovation development.
Meanwhile, the center plans to provide consultation services in technical innovation to related government departments, industries and enterprises, helping them to better satisfy the needs of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.

Nansha joins hand with Unitrans to boost shipping industry

On March 8, the Management Committee of Nansha Free Trade Zone (FTZ) signed a MoU with Unitrans Group, a large domestic shipping group, to settle various investment projects and jointly build a shipping industrial cluster in the district.
The Unitrans Group is a modern shipping enterprise that offers diversified services covering major ports in China and Southeast China. Chen Honghui, CEO of Unitrans, was confident about Nansha and said Unitrans Group would settle two headquarters of its branches, CULINES and Unitrans Agency.

“In the passing year, I came to Nansha almost every month,” said Chen Honghui, “we are optimistic about Nansha’s unique resources in the Greater Bay Area development and formulated the specific ‘Nansha strategies’ to jointly build an industrial cluster.”
Chen introduced, apart from moving the domestic shipping agency and logistics services to Nansha, Unitrans would also build a professional container business team here for foreign trade.
An official of Nansha district said the cooperation with world’s renowned shipping enterprises like Unitrans would attract more liner companies and shipping management companies worldwide to settle in Nansha, generating a clustering effect to build an international shipping base.
A meeting was held among officials of the Management Committee of Nansha FTZ and representatives of the shipping enterprises.
Furthermore, Nansha district will establish an investment fund with Unitrans to support the development of international shipping services in the district.
“The fund will mainly invest in industries that involve in shipping, internet and finance in the FTZs, and in the introduction of international shipping enterprises,” said Chen Honghui, “we are exploring a financial method to support development of the Belt & Road and the Greater Bay Area.”
During the ceremony, Unitrans and Guangzhou Port Group also launched a joint company, Guangzhou Port Unitrains Agency Co. Ltd. And a batch of cooperative agreements was signed among the Commerce Bureau of Nansha FTZ, YangMing Marine Transport Corp., Master International Shipping Agency and etc.

10 new measures to improve Nansha’s administrative and business services

This coming April 21st will mark the 3rd anniversary of the establishment of Nansha Free Trade Zone (FTZ). Over the past three years, Nansha district has launched a series of pilot policies while securing its infrastructure construction, which has brought in a large number of enterprises and projects.
On April 11th, Nansha held a press conference to mark achievements in the reform of government services. Meanwhile, Pan Yuzhang, Deputy Director of the Management Committee of Nansha FTZ, announced 10 new measures to continue to improve the district’s business environment.

Luo Jianzhong, Director of Nansha’s Governmental Affairs Management Office, introduced how the Nansha FTZ has pushed forward 367 new policies thus far, 184 among which were regarding government services.
“For example, applicants for business registration no longer need to wait a long time for approval from different departments, and can obtain their business licenses in just one working day,” said Luo Jianzhong, “we also allow cross-border and online applications so that people don’t have to be here in person.”
During the press conference, 10 new measures were also announced to facilitate services, including business registration, taxation, administrative approval, supervision, online platforms and WeChat application.
Pan Yuzhang said based on feedback from enterprises, Nansha would further optimize the administrative approval system so that enterprises from different sectors could enter the market as fast as possible.
“Targeting commercial construction projects, we separate the approval application into three processes: planning permit, construction permit and final inspection,” said Pan Yuzhang, “it’s expected to shorten the application period from 88 working days to just 25-45 working days.”

According to the district, the number of market entities registered in the Nansha FTZ increased 2.7 times to a total of 92 thousand over the past three years.
Feng Jianlin, CEO of Unicorn Field, an incubator co-founded by Heung Kong Group and Microsoft China in Nansha, said 40 start-ups had been registered in the incubator since November last year. “It usually takes twice the time to reach such a number,” said Feng, “and because of the convenience, start-ups can focus more on their own development.”

China’s first monitor system on government services was launched at Nansha’s service hall at the same day. Based on the real-time data offered by different departments, people can obtain useful information, such as the progress status of each application and where to find the shortest queue.
A member of staff from the service hall said she saw an increasing number of overseas applicants as well. “These applicants usually have their own interpreters. But if they don’t, we can offer English language services at the assistance area.”

【3rd anniversary】 How Nansha FTZ is building a better business environment

April 21st marks the 3rd anniversary of the establishment of the Nansha Free Trade Zone (FTZ). And since the Guangzhou 2017-2035 Plan emphasizes Nansha’s position as a platform for major cooperation between Guangdong, Hong Kong and Macao, the district's development has been under the media spotlight.

According to Nansha’s government, the district’s development has accelerated over the past three years. Its GDP exceeded 139 billion yuan in 2017 with an annual growth rate of 12.5%. Its fixed asset investment and contracted foreign investment both grew rapidly at 29.9% and 45.27%.
By the end of March, 43,961 enterprises had been newly registered in Nansha, 347 of them putting up over 100 million yuan in capital. 99 projects are backed by Fortune 500 companies and 103 corporate headquarters have been established in Nansha.
These rising numbers indicate Nansha’s business environment is improving and becoming ever more attractive. Since launching in 2015, Nansha FTZ has become more connected by a metro line, expressways and shipping routes.
In addition, the government has put forward policies and measures to facilitate its commercial services, customs service and talent recruitment etc. During the 3rd anniversary, Nansha FTZ organized a series of events to showcase its latest development: 

Nansha facilitates international arbitration for an open and legalized business environment
Nansha FTZ is Guangzhou’s only gateway to the ocean, and a bridge to Hong Kong and Macao. Since the district has allowed various international economic activities, such as shipping logistics and international trade, demand for professional legal services and diversified solution management for international disputes is on the up.

According to Nansha court, 25.37% of the cases it accepted last year involved foreign interests. Targeting this demand, an international commercial arbitration meeting was held in Nansha on April 20th.
More than 400 legal experts and scholars from China and countries as the U.K., Switzerland and Germany brainstormed methods to further build a legal business environment in Nansha, and discussed a new blueprint for the construction of an international shipping center.

Chen Zhongqian, Chairman of the China Nansha International Arbitration Center (NSIAC), gave an introduction to the NSIAC and said it had run three trial models of Guangdong, Hong Kong and Australia synchronously to break the gap between different legal systems and judicial procedures.
“The parties involved in foreign cases can choose their own familiar language and trial mode for arbitration, which greatly promotes the cooperation and development of the three regions,” said Chen Zhongqian.
Wang Zezuo, Hong Kong barrister, echoed the idea that Nansha could cooperate more with Hong Kong in terms of arbitration as Hong Kong has rich experience in both maritime and ad hoc arbitration.
“As Nansha is building itself as an international shipping center, it will also become an important maritime arbitration center in the future,” said Wang, “thus, cooperation between Nansha and Hong Kong will become a win-win situation and offer necessary legal services for Chinese enterprises going global.”
In addition, overseas legal experts including Michael.E.Schneider, Honorary Chairman of Swiss Arbitration Association, Stephen Hofmeyr, 7KBW/ Barrister, and Ian Gaunt, Chairman of London Maritime Arbitration Association, also gave presentation during the meeting, and shared their experiences in dealing with cases involving Chinese and Belt and Road Parties.
Nansha offers up to 10 million RMB to attract global talent
Nansha’s rapid development also contributes to its great demand for talent, especially in the fields of artificial intelligence, modern services, shipping and logistics.
On the morning of April 18th, Nansha FTZ held a press conference to report on their latest talent policies and achievements in building its talent pool.
According to officials, Nansha is offering a subsidies from 2 to 10 million yuan to top-flight talent such as, international award winners, top innovators and entrepreneurs.
Chen Xianshuai, General Manager of CASJANUS, a unicorn company specialized in dental 3D printing, said Nansha’s support is stronger than ever before.
“I was granted a 5-million-yuan housing subsidy which is a huge increase compared with 800 thousand yuan in the past,” he said, “and thanks to Nansha’s policies, our company has successfully introduced a team of top experts from China and abroad.”
As for all the highly educated individuals that have settled in Nansha, the district is also providing housing subsidies of 20 to 60 thousand yuan based on the applicants’ degree level.
In the meantime, Nansha Public Security Bureau is offering a series of advantageous policies to overseas talent, aiming to facilitate permanent residency application, entry-exit service and assist with their children’s education.
Nansha is also the first district in Guangzhou that started offering visa services to foreigners in 2016.

Mark Eames from Australia was the first overseas top-flight talent recognized by Nansha FTZ, and he recently submitted a permanent residency application for both him and his family.
When asked the reason why he chose Nansha, Mark Eames said he started his company, Cation Technology, dealing with cyber security and machine learning, in Nansha. “Nansha has a nice living environment and a great talent pool. And because it’s a Free Trade Zone, Nansha will enable you to trade freely with the rest of the world,” he said.
According to Nansha’s Public Security Bureau, it accepted three permanent residency applications from overseas talent in January, and has forwarded the applications to the provincial bureau for further approval.

Efficient customs service boosts new modes of foreign trade in Nansha
Since launching in 2015, Nansha Free Trade Zone (FTZ) has assisted in the construction of Nansha Port and improved its custom clearance abilities, which has led to14.5% annual growth in foreign trade volume and has boosted a variety of new foreign trade business modes.
Marking its 3rd anniversary, Nansha FTZ held a press conference to share its strategies for trade facilitation yesterday on April 16.
Luo Jianwen, Deputy Director of the Nansha FTZ Port Office, said the district has applied a series of online platforms to customs clearance, inspection and maritime affairs, which has successfully cut the time required for custom clearance by 50%.

KPMG Advisory (China) Limited, one of the Big Four auditors, assessed the business environment of Nansha Free Trade Zone (FTZ) and released a report recently on April 17.
The report shows Nansha FTZ’s business regulation is catching up to the developed regions worldwide but gaps still exist in aspects as dealing with construction permits and paying taxes.

Guangdong FTZ attracts 210,000 enterprises in three-year operation

April 21st, 2018 marks the three-year anniversary of the establishment of the Guangdong Pilot Free Trade Zone (GD FTZ). By December, 2017, the zone had seen the opening of 210,000 newly-approved enterprises and a significant amount of innovation in the facilitation of investment, trade and financial reform.
The FTZ is a way of testing out new policies, including interest rate liberalization with fewer investment restrictions, to better integrate the Chinese economy with international practice.
FTZ fever has caught the attention of overseas investors to Guangdong, the amount of foreign-invested enterprises has reached to 9,639; contributing an actual inflow of foreign investment of 12.85 billion USD. The zone also sees more cooperation between Guangdong, Hong Kong and Macao.
Below are some key figures and achievements:
※In line with international standards for investment. Items in the negative list have been reduced to 95, and the time for business registration approvals has been cut to a two working day maximum.
※Establishing a safe and efficient international customs clearance service system. A suite of online platforms have been set up to cut the average time required for customs clearance by 42.6%.
※Building a demonstration window for continued financial opening up. By December, 2017, a total of 229 enterprises had started cross-border RMB loan business in the zone, bringing in a total of 42.9 billion yuan.
On April 20th, the top 30 cases of institutional innovation (regarding the facilitation of investment, trade and financial opening) were released by the General Affairs Office of the Guangdong Free Trade Zone.
These are achievements in various areas of the GDFTZ, and provide valuable lessons for further reform, opening-up and optimizing business development.
For instance, Hengqin FTZ independently developed the country's first self-service remote visual taxation service terminal "V-Tax". It provides intelligent guidance for Hong Kong and Macao tax-payers as well as remote services for tax personnel, facilitating cross-border transactions.
In future, the Guangdong FTZ plans to develop into a hub for high-level opening up under the Belt and Road Initiative and construction of the Guangdong-Hong Kong-Macao Greater Bay Area.
Market access to the mainland will be eased for Hong Kong and Macao enterprises in finance, law, shipping and logistics and other industries. The zone is to set out rules for the service industries consistent with Hong Kong and Macao.
It will further the cooperation with Hong Kong and Macao in the liberation of service trade, industry, resource sharing and information exchange under the “One Country Two Systems” and CEPA (Closer Economic Partnership Arrangement).

Plans released to build Nansha FTZ as Guangzhou’s sub-center

Nansha Free Trade Zone (FTZ) released the latest development plans on April 23, highlighting the Pearl Bay Area and major measures to facilitate infrastructure construction, healthcare, education and etc.

Pan Yuzhang, Deputy Director of the Management Committee of Nansha FTZ, said these plans targeted to construct Nansha as Guangzhou’s sub-city and a platform for cooperation among Guangdong, Hong Kong and Macao.
“We will also strengthen cooperation with world’s major economies and partners along the Belt and Road, and contribute to economic restructuring, scientific innovation, opening-up and better governance,” he said.
Wu Chao, Director of Nansha Land Resources and Planning Bureau, said the bureau was working on the urban planning based on Nansha’s new position, aiming to secure land supply to develop international shipping, finance and other emerging industries.
“We invited overseas urban design teams, including SOM from the U.S. and ISA from Germany, to participate in the planning of the key development areas,” said Wu Chao, “we also started a new round of urban renewal project which cover 38.8 square kilometers. Once completed, it will improve people’s living environment and revitalize the productivity of the old factories.”
Guo Sheng, Deputy Director of Construction and Transportation Bureau, said major infrastructure projects were under construction to strengthen connections between Nansha and cities among Greater Bay Area. In the next 3 to 5 years, it will take 60 minutes to reach major cities in the Pearl River Delta, 30 minutes to the inner districts of Guangzhou and 15 minutes to travel around Nansha district.
“The Guangzhou-Shenzhen-Hong Kong high-speed rail will start operation and enable people to travel between Nansha Qingsheng and Hong Kong West Kowloon in 28 minutes,” said Guo Sheng, “a batch of rail projects such as Shenzhen-Maoming rail, Metro Line 15 and 22, and 14 expressways will also facilitate the connection between Pearl River East and West.”

The development of the Pearl Bay Area was also highlighted during the press conference. The Pearl Bay Area is positioned as the pilot financial area of Nansha FTZ, aiming to develop headquarter economy, shipping finance and a series of professional services.
According to the development office, the Pearl Bay Area is planned to be green, low-carbon and smart, making use of underground space, utility tunnel, big data management and etc.
Plans to develop industries including healthcare, culture, tourism and education were also released during the press conference. Related departments are introducing domestic and overseas resources to fasten their development.

Guangdong FTZ speeds up industrial planning to establish international hub

Guangdong Free Trade Zone (FTZ) has been called as "the NO. 1 project for the province's reform" even before its official inauguration in 2015. Since Guangdong is one of the largest economies with international influence in China, what role will its No. 1 project act to further its economic development?
Last December at Guangdong Provincial Economic Work Conference, Hu Chunhua, Party Chief of CPC Guangdong Committee, indicated that the zone should be developed into a hub for high-level opening up.
According to the conference, Guangdong FTZ would be constructed as an international shipping center, an international trade center, an international financial center and a lead in high-level international urban development.
Cao Dahua, Director General of the General Affairs Office of Guangdong FTZ, has recently illustrated that the zone would speed up its industrial planning to gather world-class global companies and bridge international and domestic market to fulfill the target Hu has indicated.

FTZ to gather world-class global companies
According to Cao, a hub for high-level opening up means a lot for the country. Guangdong FTZ should become an international base for global companies, promoting the cross-border flow of commodity, capital, information, personnel and technology.
For the zone, cooperation with Hong Kong and Macao should be given priority. New opportunities can be found in the construction of a world-class city cluster in Guangdong-Hong Kong-Macao Big Bay Area, which will also be a global shipping center, the aviation hub, the trading center, the financial center and the international city cluster.
Also, the Bay Area should focus on cooperation connecting world’s advanced economies, Portuguese & Spanish-speaking countries and mainland.
Guangdong FTZ construction will take advantage of the Belt and Road Initiative, supporting global companies to establish their headquarters here and expand their business.
Bridging global and domestic companies
Though Guangdong FTZ is enjoying many preferential policies and multi-facet support, it is facing many problems and its global influence has not met the expectation.
"To overcome these problems and become the international hub, firstly FTZ should speed up the construction of the shipping and trading and other above-mentioned centers." Cao said.
The Bay Area should form a bidirectional channel via FTZ, so that the international market can reach domestic areas and domestic companies can reach global market.

Key projects & pillar industries in FTZ
In the part of constructing the international shipping center, a Pearl River Delta super port group will be formed with Nansha area of Guangzhou, Qianhai & Shekou Area of Shenzhen working as the lead and other ports such as Zhanjiang Port, Shantou Port, etc working as the supporting parts.
In future an international transportation hub based in Guangdong FTZ with the integration of the land, sea and air transportation will be gradually formed, Coordination mechanism between Guangzhou and Shenzhen airports should be established.
Meanwhile, FTZ will establish a platform for international trade service together with Hong Kong and Macao. To better the regional investment and trade environment, Nansha Area and Qianhai & Shekou Area will join hands with Hong Kong, and Hengqin Area will pair up with Macao.
Also, the FTZ will work with Hong Kong and Macao to build national demonstration zone of cross-border finance, providing international standard finance services. Qianhai & Shekou Area will further tie with Hong Kong to build a financial center, Nansha Area will develop shipping-business-related finance, and Hengqin Area will develop tailored financial service for local business.
For urban construction, Nansha area will learn from New York City for urban planning; Qianhai and Shekou Area will focus on developing its legal system to match the advanced international standard; and Hengqin will develop itself into an green and low carbon island for leisure tourism.
