10 new measures to improve Nansha’s administrative and business services

This coming April 21st will mark the 3rd anniversary of the establishment of Nansha Free Trade Zone (FTZ). Over the past three years, Nansha district has launched a series of pilot policies while securing its infrastructure construction, which has brought in a large number of enterprises and projects.
On April 11th, Nansha held a press conference to mark achievements in the reform of government services. Meanwhile, Pan Yuzhang, Deputy Director of the Management Committee of Nansha FTZ, announced 10 new measures to continue to improve the district’s business environment.

Luo Jianzhong, Director of Nansha’s Governmental Affairs Management Office, introduced how the Nansha FTZ has pushed forward 367 new policies thus far, 184 among which were regarding government services.
“For example, applicants for business registration no longer need to wait a long time for approval from different departments, and can obtain their business licenses in just one working day,” said Luo Jianzhong, “we also allow cross-border and online applications so that people don’t have to be here in person.”
During the press conference, 10 new measures were also announced to facilitate services, including business registration, taxation, administrative approval, supervision, online platforms and WeChat application.
Pan Yuzhang said based on feedback from enterprises, Nansha would further optimize the administrative approval system so that enterprises from different sectors could enter the market as fast as possible.
“Targeting commercial construction projects, we separate the approval application into three processes: planning permit, construction permit and final inspection,” said Pan Yuzhang, “it’s expected to shorten the application period from 88 working days to just 25-45 working days.”

According to the district, the number of market entities registered in the Nansha FTZ increased 2.7 times to a total of 92 thousand over the past three years.
Feng Jianlin, CEO of Unicorn Field, an incubator co-founded by Heung Kong Group and Microsoft China in Nansha, said 40 start-ups had been registered in the incubator since November last year. “It usually takes twice the time to reach such a number,” said Feng, “and because of the convenience, start-ups can focus more on their own development.”

China’s first monitor system on government services was launched at Nansha’s service hall at the same day. Based on the real-time data offered by different departments, people can obtain useful information, such as the progress status of each application and where to find the shortest queue.
A member of staff from the service hall said she saw an increasing number of overseas applicants as well. “These applicants usually have their own interpreters. But if they don’t, we can offer English language services at the assistance area.”
