How Guangdong acts as pioneer in reform and opening-up

When talking about his former terrible experiences on countless paperwork before applying for projects from the government, Li Bingji, deputy general manager of Lufeng Material and Supplying Cooperation from Shanwei, a eastern city of Guangdong, cannot help spitting out his sufferings.
A pilot reform on government’s project management since last March changed the situation. With essential materials and a completed applying form, now Li can easily get the permission within several days.
This is one of Guangdong’s pilot reforms. Guangdong has been applying itself to a pioneer for China’s reform and opening-up and the vanguard to develop socialism with Chinese characteristics, and in the past several decades, many national policies have been trialed here before being implemented in the whole country.
Now in a new era, Guangdong has been encouraged to keep the courage to be innovative, and conducting more experimental trials in deepening reform.

Pilot area for exploring new policies before expanded nationally
What Li has benefited from is a new policy that initially piloted in Guangdong on March 1st of 2015. According to the report from Nanfang Metropolitan Daily, Guangdong started a new method of managing enterprise investment projects called the list management mode at that time.
Under the new mode, a negative list has been set. Investment in all sectors should be allowed unless the projects are listed as prohibited or restricted under the Negative List. Also another list was established, helping the public to know all the administrative approval items. This means that the procedures of administrative approval are more transparent, which makes entrepreneurs like Li more convenient. Moreover, how the government supervises those projects are also limited by the government regulation list, which defines the government’s legal duties during and after the project.
Now parts of this management mode have been introduced to the other provinces. According to reports from Xinhua News Agency, the State Council decided to simplify and optimize the administrative approval on enterprises’ investment on highway construction this November. Meanwhile a list of intermediary services during the highways construction was set.
Guangdong has set the aim to provide its experiences to the launch of a national negative-list management system within one or two years.
This is only one example. Guangdong has launched its own pilot Free Trade Zone last April, targeting to building an international, market-oriented and law-based business environment. Now more than 50 items of reforming experiences have been formed in the zone and all have already been promoted in the province. Among them 2 were chosen as best samples for exploring further reform by the central government.
Make further reform “go internet” and “go systematically”
Guangdong spares no efforts to implement Innovation-driven Development Strategy and has embraced its exploration with Internet. Also with the help of Internet, Guangdong can easily realize its experimental trails systematically.
As early as the end of 2012, Guangdong government began its “Online Office” project (http://www.gdbs.gov.cn/portal/home), allowing citizens to do affairs with government online. Not only the provincial government runs the online office, also all municipal governments in Guangdong have joined the project. Even every district governments have taken part in it.
 
The website now offers a package of nearly all governmental services to the public. For instance, information about governmental affairs has been published by department or by cities. When enterprisers want to deal with taxes, investment, starting projects or get permissions, they can easily finish the procedures on the website. Individuals can also deal with adoption, census registers, employ and education online. Besides, people can directly complain what he or she feels unsatisfied to the online office.
Latest statistics show that 92,773 items of governmental services now are offered online. Chen Shaomei, the director of Guangdong Information Center, introduced that as a method of reforming and simplifying administrative approval, it has increase the government’s working efficiency, as well as provide convenience to enterprises and citizens.
Besides, the provincial government now is seeking for mobile version of “Online Office”, making it possible for citizens using mobile to login on the online office and applying for things to the government.
Coincidentally, another provincial website gdcredit.gov.cn recording credit information has been put into use. In this system 2500 million pieces of credit data from 37 provincial departments and 16 municipal governments have been collected. What makes it special is that it has connected the national platform of credit information, and this is the first in China.
Based on the data, Guangdong government has formed a social credit system covering almost the whole market. If a company or an individual has lost their credit in one place, they will be strictly supervised by the government and find themselves limited when doing business.
Zhang Wenxian, the deputy director of Guangdong Provincial Administration For Industry and Commerce, commented that with the help of technology they can trustingly offer more convenience to the public.
